He is at least 16.2-16.3! He has let me brush & pat him & pick up all his feet, actually being more tolerant when loose rather than tied. Once he loses the stallion attitude, I think he will be very sweet, as he was very responsive to the attention. I'll keep you posted on his progress. Thanks for everything!
